The bottom line is to spend all your available budget on CPU and RAM. The difference between an of-the-shelf PC of USD1500 and USD2000 in terms of PDF creation will really not be much.
If you want to speed things up then buy a box and put in as fast a processor as you can afford and as much RAM as you can afford. Use WinXP and tweak the hell out of it. While you are at it you could use water cooling for the CPU to pump 5000MHz out of a 2500MHz procesor.
Watched folders may also be worth looking into as part of a workflow. So, rather than print directly to PDF then you could print to PS and then let the rest be done for you en masse.
