One layer is the blur with mondo saturation. the next is a color treated version of the same shot with no blur with a feathered mask.
Heres a groovy timeline look I just did for em. Not the same thing at all but a different look...
Play with different colors on the top and bottom layer. cool stuff happens when ya just dink around.
