Hi chris, without taking the 3d route, you are asking a lot. If there is no camera movement, you could try painting the ink in photoshop, then using masks to animate it. You could also try morphing various stages of the ink stream. Try using displacement maps, they can really help. Instead of using you colour image, make it b & w and boost up the levels then set your displacemtn to luminence... should help...
If the camera is moving, then you are going to have to do a lot of tracking...
