Photoshop7 initializing error

recently my copy of Photoshop7 has been running across errors during initializing. It seems it is unable to access Hardware.ini. What bothers me the most is that I am running Win'98 and have had no previous problems with Photoshop7. nothing has been updated, changed, or added. This problem seems to have apeared out of nowhere.
